prices have never shot higher than they have in california within the last week. in some places, the price is above five dollars a gallon. it's led the governor to take emergency action and california's senior senator to call for a federal investigation. in california, you might hesitate once you grab the handle of the gas pump. california often has some of the highest gasoline prices in the u.s. but this is off the charts. the nationwide average is $3.81 a gallon, but in california, it leaped to an average of $4.65. in san jose, it's $4.65 for regular, $4.85 for premium. but in la, regular is nudging $5 and premium is $5.29 a gallon. enough to make you put the handle back without filling up. california governor jerry brown ordered state regulators to allow refineries to produce more gasoline - even switching to winter blend, which can be made more easily than the less-polluting summer blend. in a letter to regulators, brown said, "if this situation continues, it may cause unacceptable price impacts for consumers and small businesses, significant economic disruption, and serious

told you last night we have an out of control situation. in california, gasoline prices have been rocketing higher in the last 24 hours it has gotten even worse getting close to $6 a gallon in some places. others have no gas to sell at all. nbc's kristen dahlgren from los angeles with us. good evening >> reporter: good evening, since we talked yesterday, things have gone up, take a look. 5.89 as prices in california close in on all-time record highs. just when people in california thought things couldn't get worse. >> five bucks? oh, my god. >> reporter: even bigger sticker shock. >> i had no idea it had gone up this much, you know, just overnight. >> reporter: prices up another 20 cents a gallon since midnight. >> how can it go from what was it? 4.70 a week ago? in california, the price is up 36 cents, to 4.49, 67 cents from last year when gas was 3.82. and some stations are topping five dollars, that is if they have gas. many costco stations shut down this week after running out. and independent stations say they can barely break even. wholesale prices are so high. >> every day,

is michael berman? >> michael berman is a person who handles redistricting in california. he's a democrat and his brother howard berman, was a member of congress, and he had an organization called the ad campaigns so it was his job to draw the map in california. he did a couple things. one thing he did was his brother's district he dropped it from 45% latino down to 31% latino, his brother would be safe and wouldn't face a challenge in the democratic primary by a latino candidate. another thing he did is got democrats and republicans together to pursue incumbent power so in other words sometimes we see these gerrymanders meaning one part is trying to pick up as many seats as possible, in california in that particular year basically the democrats get together with the republicans and they said let's not push for party gains but preserve our own seat and focus on incumbent gerrymandering and draw districts that benefit us so we are not challenged. that's burma. >> what role to the computers play in the current election system? is it good or not so good? >> computers are a tool so i think th
in california, mitt romney spent sunday in florida before his major foreign policy speech in virginia today. nbc's tracie pots has more in washington. tracie, good morning to you. >> reporter: hi, veronica, good morning. even with those jobs numbers that came out friday helping president obama, we are still seeing mitt romney with a boost after the debate, and today he will argue that under the president, america is weaker against enemies abroad. mitt romney gives a big foreign policy speech in virginia today, but over the weekend in florida, he focused on taxes and president obama. >> they will ultimately have to raise taxes on middle income families by $4 million a year. >> reporter: since last week's debate, which romney is widely regarded as having won, both sides argued the other was dishonest. >> he was a little taken aback at the brazenness with which governor romney walked away from so many of the positions on which he's run. >> reporter: their truth war now on tv. >> not telling the truth about mitt romney's tax plan. >> this was dishonest. >> i'm not in favor of a $5 trillion tax cut.

, according to aaa, fuel gauge report. the cost of gas in california increased dramatically this weeks but a problem unique to the state. california is dealing with suplay challenges. the fire at the chevron in richmond caused lower production and a fire in la recently. california's gasoline inventories are at the lowest levels in ten years. people we spoke to had they own opinions. >> they give us the wantings, we heard about it. who knows, i don't know, what is the reason for it? bottom line is my i'm not making more money but paying more in gas, continuesly. particularly in california. it's really bad. >> reporter: take a look at what is happening in san jose. a week ago regular unleaded costs $4.16 a gallon. yesterday $4.38 a gallon. today the average climbed up to $4.54 a gallon. that means that the jump of $0.38 in just a week. the prices are high in the bay area, in la, the prices are even higher and several stations there it's gone over $5 a gallon and some station owners are shutting down the pumps because they don't want to charge customers the higher prices just to break eve
